APRIL 2008
An eight person Rule of Law and Sister City Delegation traveled to Archangel
for the 3rd annual "America Week" celebration from April 20 to 26, 2008. Our
delegation was led by Portland Mayor Ed Suslovic and his 13 year old
daughter, Kate! Also on the trip were U.S. Bankruptcy Judge Michael Deasy
from New Hampshire, Portland Press Herald Editorial Writer Gregory Kesich,
Deputy Portland Police Chief Joseph Loughlin, Portland Police Sergeant
Richard Betters and Archangel Committee members Ray Pelletier and Neale
Duffett.

MAY 2008
A four person Rule of Law Delegation visited Kingesepp in the Leningrad
Oblast and the cities of Archangel and Severodvinsk from May 17 to 27, 2008.
Our delegation was led by Maine District Court Judge Joseph Field and also
included Cumberland County District Attorney Stephanie Anderson, Assistant
District Attorney Christine Thibeault and Violence Intervention Partnership
Director Faye Luppi. The focus of the trip was juvenile justice as the group
first observed the Juvenile Justice Pilot Project in Kingesepp before moving
on to share lessons learned with their counterparts in the Archangel Oblast.

JUNE 2008
James Billington, the Librarian of Congress and the Co-Founder of the Open
World Leadership Program, visited the Solovetsky Islands in the Archangel
Oblast from June 16 to 20, 2008. Traveling with him was his nephew Kent and
Open World County Director Alexander Klimov. On the islands, Dr. Billington
met with our friends Mayor Dmitri Lugovoy, Vice Mayor Natasha Yakoleva and
Museum Public Relations
Director Anna Bolandina (all have visited Maine on Open World delegations).
Dr. Billington also met Solovki Botanical Garden Director Olga Grishanova
who had visited South Lake Tahoe CA on a 2005 Open World trip. During a
stopover in Archangel on the way back from the islands, Dr. Billington met
with Archangel Mayor Victor Pavlenko, Archangel Sister City Chair Sergey
Kochegarov, and Open World Alumni Svetlana Lebedeva (Maine 2005) and Grigori
Dityatev (New Hampshire and Maine 2007).

JULY 2008
A five person People-to-People Delegation from Portsmouth, NH visited their
Sister City Severodvinsk and also the City of Archangel in late July 2008.
The delegation participated in the celebrations commemorating the 7oth
Anniversary of the founding of the City of Severodvinsk.

AUGUST 2008
Archangel Committee members Caroline Glassman, Ray Pelletier and Neale
Duffett attended the Annual Meeting of the Russian American Rule of Law
Consortium in Manchester, NH on August 16, 2008. Oklahoma joined as the 11th
state in the Consortium and will be paired with the Ulyanovsk Oblast in
Russia. The next fiscal year may bring significant financial and thematic
changes to the Consortium.

SEPTEMBER 2008
Cliff Curtis and the Maine Department of Transportation will host two
engineers from the Archangel Department of Transportion (AVTODOR) from
September 3 to 12, 2008. The delegates will be Olga Titova (Director of
Planning Department) and Ludmila Kalinina (Director of Road Assets
Department). FMI: Cliff Curtis at 624-3568.
Maine will host a six person Rule of Law Delegation from Archangel from
September 13 to 20, 2008. The delegates will be Oblast Court Judges Andrei
Andryakov and Dimitri Grigoriev, District Court Judges Nikoli Usachev and
Yulia Pyshkina, Court Administrator Natalia Latysheva and Facilitator Yelena
Muratkina. The professional focus will be on juvenile justice. Everyone is
invited to the welcoming Pizza Party on Saturday, September 13th at 6:oo
p.m. at the home of Neale and Deborah Duffett in Portland. FMI: Faye Luppi

OCTOBER 2008
Our Committee hopes to host two people from the Solovetsky Islands here in
Maine and New Hampshire from October 17 to November 8, 2008. The delegates
would be our friend Anna Belandina and Solovki meteorologist Tatiana
Nikitina. An internship at the Mount Washington Observatory is planned. FMI:

NOVEMBER 2008
Chicago attorney and Committee member Thomas A. Clancy will teach at Pomor
University in Archangel from November 17 to 28, 2008. Sponsored by the
Center for International Legal Studies, Tom will teach "International
Arbitration".

DECEMBER 2008
Our committee and the Waterville Committee will each host a six person Open
World delegation from December 5 to 13, 2008. We hope to do some joint
activities. Waterville will host an "Education" delegation from Kotlas and
we will host an "Education/Accountable Government" delegation from Solovki
and from Archangel. FMI: Carl Daiker in Waterville at 873-6562 and Neale

Dan Glover recently organized a Universal Prayer Service in Westbrook to
rally against any U.S. war with Iran*** Dennis Marrotte recently received
the Lifetime Membership Award from the Portland Camera Club*** Joe Loughlin
has become the Acting Police Chief for the City of Portland***

NEW/NOTES FROM THE ARCHANGEL REGION
The August 1, 2008 total eclipse of the sun passed through the remote Nenets
Autonomous Region of the Archangel Oblast*** The Arctic Circle is at 66° 33'
North Latitude and the City of Archangel is at 64° 32' North Latitude***
Archangel Mayor Victor Pavlenko recently awarded the title of "Honorable
Citizen of Archangel" to Arctic Convoy veteran Valeri Kokovin (now 8o years
old, Captain Kokovin visited Maine in June 1994)***

JULIA MAINES (1923-2008)
We mourn the recent passing of Julia Maines, a longtime supporter of our
committee's efforts through her son Steve and daughter-in-law Martha. The
Maines have always been ready to assist in providing home stays and other
support to a number of inbound friends from Archangel, including Nikoli
Chesnokov in 1991 and Nina Fedoseeva and Nikoli Abramov in 2007.

PAUL FERGUSON (1932-2008)
We also mount the recent passing of Paul Ferguson, who, with his wife Edchen,
was an early and enthusiastic supporter of our committee. Paul and Edchen
were very involved in a number of exchanges, most notably the October 1997
visit of Archangel dentist Irina Varakina. Finally in November 1998, Paul
and Edchen were instrumental in getting the newly-created Maine Town of Long
Island to join as the 14th municipal member of the Greater Portland
Archangel Sister City Committee.
