ARCHANGEL LEGAL DELEGATION WILL ARRIVE SOON

Nine leading members of the Archangel Oblast legal community will visit Maine August 3 to 10, 2002 as part of the ongoing Rule of Law Program. This delegation is composed of three judges, three prosecutors, and three defense lawyers. The Russian National Duma in Moscow has promulgated a new Code of Criminal Procedure and has mandated that jury trials in serious criminal cases be institutionalized throughout Russia starting on January 1, 2003. Much of this visit will be dedicated to familiarizing our guests with all aspects of code and jury trial practice. The judges will be hosted by the Federal and State Judiciaries here in Maine, the prosecutors will be hosted by state and federal prosecutors here and the defense lawyers will be hosted by Maine defense lawyers. In addition, the faculty at the University of Maine School of Law will provide practical training to all our visitors FMI: Neale Duffett, 775-1515.

NEW BOOKS AND ARCHANGEL

In the Land of White Death by Valerian Albanov (1917), translated into English by Random House, NY (2001) - a true story. Eleven men abandon a Russian sailing ship that had been hopelessly locked in Arctic ice for 18 months from October 1912 to April 1914. They set out by foot (dragging small boats) in an attempt to reach Franz Josef Land, an uninhabited group of islands hundreds of miles north of Archangel. Only the author and one other crewman survive the ordeal and make it back to Archangel. FMI: www.randomhouse.com/modernlibrary/

"Did you say Archangel?" by Yuri Barashkov, in Russian and English, Archangel Press (2001) - more than 30 richly illustrated articles on various highlights of the history and culture of Archangel, including "The Northern Dvina", "The Troitsky Cathedral" and "The Eternal Flame". Not published in the U.S.

K-19: The Widowmaker by Peter Huchthausen, in English, National Geographic Society, Washington, DC (2002) - a detailed history of reactor and weapon accidents on Russian submarines, focusing on the 1961 reactor fire on missile submarine K-19 while submerged east of Greenland. Also describes the dumping of hazardous radioactive equipment and waste into the Barents and Kara Seas near Archangel. K-19 was built in Severodvinsk and the story of the accident and heroic efforts to save the submarine can be seen in a major motion picture released this summer and starring Harrison Ford as the Captain of K-19.

Russian Sideshow.- America's Undeclared War 1918-1920 by Robert Willett, in English and pending publication. The author (a member of our Archangel Committee) will tell the story of the efforts of the U.S. Army in Archangel to counter the Bolshevik Revolution. FMI: RLWillett@aol.com

FORMER EXCHANGE STUDENT INJURED

Unfortunately, Zach Stegeman of Yarmouth, who traveled to Archangel as part of our Committee's High School Exchange in March 1997, recently suffered a severe spinal Injury in a skiing accident in Oregon. Initially paralyzed, Zach can now sit up in a wheelchair and has regained some mobility in his right arm; you could send him a card or note c/o Saint Charles Medical Center, Room 706, Bend OR 97701. NEBRASKA CONDUCTOR VISITS ARCHANGEL

Christopher Stanichar, the Conductor of the University of Nebraska Symphony Orchestra in Omaha, recently visited Archangel and was privileged to be the Guest Conductor of the Archangel Chamber Orchestra on May 26, 2002. His welcome there was warm and enthusiastic with many toasts and gifts; Christopher and his Archangel counterpart, Vladimir Onufriev, hope to build a continuing relationship between their two fine orchestras.

NEWS/NOTES FROM THE ARCHANGEL REGION

The City of Archangel celebrated its 418th birthday on Sunday, June 30, 2002.

Oblast Vice Governor Peter Orlov (who visited Maine in the summer of 2001) moved his office into the Archangel City Hall, this is an effort to work more closely with Mayor Oleg Nilov to improve the delivery of municipal services.

Oblast Duma Deputy Yuri Spiridonov (who visited Maine in February 2002) chaired a public hearing in May 2002 on the proposal to build a floating nuclear power plant in Severodvinsk.

WWII Arctic Convoy Veteran Boris Korotyaev (who visited Maine in November 2001) celebrated his 73rd birthday on May 14, 2002 and received a War Service Medal from Russian President Vladimir Putin.
