THE ARCHANGEL COMMITTEE HIGH SCHOOL EXCHANGE 2006 OUTLINE

The Archangel Committee of Greater Portland in cooperation with Falmouth High School and the Portland Committee of Archangel, Russia is in the process of organizing a High School Exchange for April, 2006. Falmouth High School will host ten students and two chaperones from Archangel, Russia. Simultaneously, ten eleventh grade students from the Greater Portland Region and two chaperones will be hosted by a high school in Archangel. The exchange will take place in April to take advantage of the one week of school vacation which occurs in April.

Daniel M. Glover of Westbrook, Maine will work with Ernest A. Belokorovin of Archangel, Russia to ensure that the 2006 High School Exchange is accomplished. Mr. Glover, currently serving as Chair of the Archangel High School Exchange Committee, will work together with Committee members and through the offices of the Archangel Committee of Greater Portland, and Mr. Belokorovin will work through the Portland Committee of Archangel.

There are three major components of the exchange:

  1. Falmouth High School must be prepared to receive the ten Archangel students and two chaperones
  2. An Outbound Delegation must be formed and prepared to make the trip to Archangel
  3. Fundraising

The overall cost of the exchange is estimated at $30,000, depending on the travel and activities of our guest students. The activities of the American students will be managed by the host high school in Archangel with the assistance of the Portland Committee of Archangel, while the Russian students’ activities will be managed by Falmouth High School with the assistance of the Archangel Committee of Greater Portland.

The Russian Delegation will attend classes for two weeks, enjoy one week vacation with their host families and have one week allowed for travel. Falmouth High School will play a major role in developing the month-long program. The exact program of activities will be developed by a committee of students, parents and teachers formed for this purpose. This committee will include the parents of the host families and the Outbound Delegation, the host students and the outbound students, the teachers and staff responsible for the two weeks of classroom activity and members of the Archangel Committee.

Falmouth is the keystone for launching the exchange. Falmouth will be committed to preparing the two weeks of classroom activity and finding twelve families willing to homestay the Russian students and teachers. The host families will be expected to join in the fundraising process necessary to support the cost of the exchange.

The Outbound Delegation will ideally be formed from the student body at Falmouth High School, although it may be composed of students outside the host school as may be the case in Archangel. Traditionally, the Outbound Delegation has been formed by students and teachers beyond the host high school because of scholastic qualifications and financial reasons. Each student will be chosen after a careful screening process. Qualified students should be studying a second language and have above average grades.

An adequate supply of money is essential for making the exchange work. A budget will be created to identify the specific costs that must be covered by fundraising efforts. In order to make the exchange possible, the money raised to support the exchange will be used to cover the cost of the Outbound Delegation’s travel expenses to Russia plus the expenses of the Russian Delegation’s travel within the United States. The cost to host the American students will be covered by the host school and families in Archangel with the help of the Portland Committee of Archangel, while the cost to host the Russian students will fall to Falmouth High School and families in Maine with the help of the Archangel Committee of Greater Portland. Financing the Russian students’ travel to the United States is the responsibility of the Portland Committee of Archangel.

The estimated cost of the exchange will be covered by charging the Outbound Delegation $2,000 per student to participate, assuming our capacity to raise $10,000 by various methods. The cost per student can be mitigated; it is our intention, by means of a vigorous campaign, to raise as much money beyond our stated need as possible, so that scholarships will be available to students who are scholastically prepared but not financially capable of participating as part of the Outbound Delegation.

Fundraising activities are equally important to Falmouth High School and the Outbound Delegation preparations and all three will be simultaneous and ongoing. In addition to satisfying the practical necessity for money, the fundraising activities will help to foster a team spirit for the exchange.

Prior to departure, the Outbound Delegation will receive introductory Russian language, history and culture lessons. They will also learn what to expect during their stay in Russia. In Archangel, our students will continue their studies of the Russian language, history and culture. In addition to being hosted by a specific school, our students will also visit other local schools and many other points of historic and cultural interest.

There are many teachers, students and members of the Archangel Committee who have been involved in past exchanges that will be available to help the 2006 participants in the development and execution of this exchange. As proposed, it is essential that the participants of the exchange, both sending and hosting, play an active role in all aspects of the exchange program.
